Council members are appointed by the Governor in Council and membership is expertise-based. Members have high level skills and experience across fields such as recreational fishing, aquaculture, commercial wild-fish harvesting, processing, marketing, environmental science, indigenous culture and fisheries management. Current members were appointed in May 2005 for a period of three years. All Council members have recently been re-appointed until 31 December 2008.

Council members also act in a liaison role attending the Fishery Committee meetings in order to maintain good communications and strengthen links between Council and Fishery Committees.

The following functions of the Fisheries Co-Management Council are prescribed under Section 91 of the Fisheries Act 1995:

  • To promote co-management of fisheries
  • To oversee the preparation of Management Plans and to advise the Minister in respect of proposed management plans
  • To advise the Minister of state-wide priorities for fisheries management and research, and on matters relating to inter-governmental agreements and arrangements
  • To advise the Minister on the operation, resourcing and administration of the Act and on any matter relating to the achievement of the objectives of the Act or which has been referred to the Fisheries Co-Management Council by the Minister
  • To promote investigation into and research, education and training on any matter relating to fisheries
  • To advise the Minister on priorities for disbursement of funds from recreational fishing licences
  • To prepare, publicise and distribute codes of practice that provide guidance to the holders of fishery licences or permits under this Act, on best practice concerning any matter relevant to the holders of fishery licences or permits
  • To publicise and distribute codes of practice that have been prepared by a recognized peak body or fishery committee
  • To carry out any other function conferred on the Fisheries Co-Management Council by or under this Act or any other Act

The objectives of the Fisheries Act 1995, as set out in Section 3 are:

  • To provide for the management, development and use of Victoria's fisheries, aquaculture industries and associated aquatic biological resources in an efficient, effective and ecologically sustainable manner
  • To protect and conserve fisheries resources, habitats and ecosystems including the maintenance of aquatic ecological processes and genetic diversity
  • To promote sustainable commercial fishing and viable aquaculture industries and quality recreational fishing opportunities for the benefit of present and future generations
  • To facilitate access to fisheries resources for commercial, recreational, traditional and non-consumptive uses
  • To promote the welfare of persons engaged in the commercial fishing industry and to facilitate the rationalisation and restructuring of the industry
  • To encourage the participation of resource users and the community in fisheries management

About the Council Members :

Dr David Smith– Chairperson:
David was appointed to Council in May 2005 having previously served as the DPI Secretary's nominee to the Research Committee. David has more than 10 years experience in senior management, including terms as Director MAFRI and Research Director PIRVic. His management roles have been supported by 20 years experience in fisheries biology, assessment and fisheries management. In March 2005, David joined CSIRO Marine and Atmospheric Research in Hobart as a Research Theme Leader.

Dr Peter Appleford:
Peter has a Bachelor of Science degree with Honours from the University of Melbourne and a Doctorate degree from James Cook University (JCU). Whilst at JCU, Peter lectured and researched Zoology, Marine Biology, Aquaculture and Physiology.
Peter has held the positions of Aquaculture Planning Officer with the Victorian Department of Natural Resources & Environment and Director, Policy and Business Management with the Victorian Department of Primary Industries.
In late 2004 Peter was appointed Executive Director Fisheries Victoria. In this position he is responsible for administering the Victorian Fisheries Act 1995 which includes commercial, recreational, aquaculture and fishery habitat issues for both marine and fresh waters. This role also incorporates the responsibility for field service delivery, providing an integrated fisheries division.

Dr Bronwyn Burton:
Bronwyn joined Council in 2001. She has a PhD in Marine Ecology a BSc (Hons) from the University of Melbourne and is currently working for the Environment Protection Authority. Bronwyn is affiliated with the Australian
Marine Sciences Association, Australian Marine Conservation Society, Victorian National Parks Association and also hosts a show - 'Radio Marinara', on 3RRR Community Radio station. Bronwyn received a Centenary Medal for her service to the environment.

Dr Paul McShane:
Paul McShane is principal of Global Marine Resource Management Pty Ltd, an international consultancy company specialising in ecological sustainable development of marine resources. Paul holds post graduate degrees in science and business and is a fellow of the Australian Institute of Company Directors. He has held senior management positions in marine research agencies in various states of Australia and in New Zealand. Most recently, he was Vice President (International and Development) and Professor of Marine Science at the Australian Maritime College. Paul is also a Director of FRDC, a Director (Environment) of the Seafood Council (SA), and a senior advisor (and former Director) for AMSAT Ltd.

Mr Peter Rankin:
Peter has been a member of Council since inception and has 20 years experience in marine aquaculture, specialising in shellfish and finfish production. Peter has a B.Sc (Hons) from Monash University and is currently the Managing Director of Ocean Wave Seafoods P/L. Peter has served on the Australian Federation of Shellfish Farmers, the Victorian Aquaculture Industry Regulatory Reform Task Force and the National Task Force on the Importation of Fish and Fish Products. Peter is currently a  member of the Geelong Seafood Industry Taskforce.

Mr Walter Saunders:
Walter is of the Dhauwurd-Wurrung language group of the Gournditch-mara. His traditional country includes the southwest of Victoria, the southeast of South Australia and 25 miles to sea. Walter is the inaugural incumbent Koori Court Office at Warrnambool, Portland and Hamilton Magistrates' Court.
Walter has been involved at the local, state and national levels for the improvement of rights of indigenous Australians for over 25 years. He has an intimate knowledge of the aspirations of indigenous people with regard to fishing and environmental research and how this relates to indigenous community development in Victoria.

Ms Lyn Warn:
Lyn was appointed to Council in June 2001 and has a strong commitment to the future of the fishing industry in Victoria and nationally. She has received a Centenary Medal for service to the commercial fishing industry of Victoria. Since 1995 Lyn has been a Director of Seafood Industry Victoria (the peak industry body for the commercial fishing industry) where she has also served as Chair. Lyn and her husband established and own a processing plant in Queenscliff and were among the first processors to establish a live export market for abalone. Over the past 25 years Lyn has gained experience in all aspects of fish processing management, marketing, exporting, food safety, OH&S and business administration.
